Wheelo wins. He almost killed Goku twice. One when he was in a beam struggle with Goku and the other when he was trying to kill him with his Gigantic Bomber technique. Zarbon (Post-Transformation) did do well against Vegeta a bit, but pretty much got stomped in the end IIRC. Overall, Wheelo wins.

Zarbon might get a little injured,if hit by the blast,but wins.
